Project Description:

Flintco, LLC is soliciting proposals from Subcontractors and Material Suppliers for  MDACC ETV Generator Replacement. 

There are five emergency diesel generators located in the Electrical Transformer Vault Building (ETV).  Three 480 volt 1125kW generators are located on the building’s first floor and two 4.16V 2000kW generators are located on the building’s roof.  The three generators inside the building will be removed and replaced with one new 2000kW diesel generator installed on the roof.  The new 4.16V diesel generator will be paralleled with the existing roof top 4.16V diesel generators to achieve N+1 redundancy.  New 5kV paralleling switchgear will be incorporated into the project along with a new double ended 4.16kV substation.  Power Quality monitoring is included in the engineering design.  New structural support for the new generator will be required to accommodate the new roof top generator.  Fuel piping and associated fuel systems controls will be relocated for the new roof top generator.  In addition, the base scope of work will include procuring, installing, and subsequently removing, the generators needed to temporarily provide emergency power during the implementation of the Project.

Work includes but is not limited to:  demolition, concrete, metal fabrication, roofing, doors & frames, metal framing, painting, fire extinguishers & cabinets, plumbing, mechanical and electrical. The project also includes replacement of Main and Annex building OAHUs and removal of relief air risers and replacement of exhaust air risers and exhaust/stairwell pressurization fans. Building electrical and HVAC shutdowns are limited to nights and weekends as scheduled with the Owner. Each AHU replacement is to occur over a single weekend (1-AHU per weekend) and is required to be functional and operational (reliably supplying hot duct and cold duct supply air) prior to Business hours.

SAFETY REQUIREMENTS :

The Subcontractor shall perform the work in the safest manner possible, consistent with good construction work practices and will comply with all applicable federal, state and local rules, regulations and policies affecting the health and safety of the employees working on the jobsite. Each contractor must contact the Balfour Beatty Superintendent to discuss and schedule their scope of work and to schedule his employees for the jobsite safety indoctrination before entering the work area.

INSURANCE REQUIREMENTS: 

The Subcontractor will furnish Balfour Beatty Construction with an original insurance certificate listing Balfour Beatty Construction as additionally insured on all policies except on workers compensation. A Waiver of Subrogation will be included on all policies in the favor of Balfour Beatty Construction. The insurance certificate is to include the following MINIMUM requirements: (1) Liability with limit of $1,000,000 Employer’s Liability (2) Commercial General Liability with limits of $1,000,000 general aggregate and $1,000,000 per occurrence including products and completed operations and contractual liability (3) Automobile Liability with $1,000,000 combined single limit.

Project Description: Phased replacement of all LBJ and Annex general service dual duct AHUs (excludes Annex Data Center Computer Room AHUs) and LBJ Main Building dual duct AHUs and related fire sprinkler modifications; electrical and fire alarm modifications for floors Ground through 3 rd along with single duct above ceiling AHUs. The project also includes replacement of Main and Annex building OAHUs and removal of relief air risers and replacement of exhaust air risers and exhaust/stairwell pressurization fans. Building electrical and HVAC shutdowns are limited to nights and weekends as scheduled with the Owner. Each AHU replacement is to occur over a single weekend (1-AHU per weekend) and is required to be functional and operational (reliably supplying hot duct and cold duct supply air) prior to Business hours.

SAFETY REQUIREMENTS :

The Subcontractor shall perform the work in the safest manner possible, consistent with good construction work practices and will comply with all applicable federal, state and local rules, regulations and policies affecting the health and safety of the employees working on the jobsite. Each contractor must contact the Balfour Beatty Superintendent to discuss and schedule their scope of work and to schedule his employees for the jobsite safety indoctrination before entering the work area.

INSURANCE REQUIREMENTS: 

The Subcontractor will furnish Balfour Beatty Construction with an original insurance certificate listing Balfour Beatty Construction as additionally insured on all policies except on workers compensation. A Waiver of Subrogation will be included on all policies in the favor of Balfour Beatty Construction. The insurance certificate is to include the following MINIMUM requirements: (1) Liability with limit of $1,000,000 Employer’s Liability (2) Commercial General Liability with limits of $1,000,000 general aggregate and $1,000,000 per occurrence including products and completed operations and contractual liability (3) Automobile Liability with $1,000,000 combined single limit.

Additionally, if you will be subcontracting any part of your scope, the sub-subcontractors are bound by the same insurance requirements.

SAFETY REQUIREMENTS :

Project Description :  This is “for sale” residential condominium project.  The Owner has elected to utilize an OCIP for completed operations insurance coverage.  Flintco will utilize Subcontractor Default Insurance in lieu of Subcontractor Bonds.  A bid bond is not required.  However, we request all proposals be valid until January 15, 2017.  The project is anticipated to Start in December 2016 with a duration of 24 months.  A formal schedule and Bid Form will follow in an addendum.  Special Note : This project does not have any City of Austin MWBE or HUB requirements nor any special considerations.

SAFETY REQUIREMENTS :

The Subcontractor shall perform the work in the safest manner possible, consistent with good construction work practices and will comply with all applicable federal, state and local rules, regulations and policies affecting the health and safety of the employees working on the jobsite. Each contractor must contact the Balfour Beatty Superintendent to discuss and schedule their scope of work and to schedule his employees for the jobsite safety indoctrination before entering the work area.

 

INSURANCE REQUIREMENTS: 

The Subcontractor will furnish Balfour Beatty Construction with an original insurance certificate listing Balfour Beatty Construction as additionally insured on all policies except on workers compensation. A Waiver of Subrogation will be included on all policies in the favor of Balfour Beatty Construction. The insurance certificate is to include the following MINIMUM requirements: (1) Liability with limit of $1,000,000 Employer’s Liability (2) Commercial General Liability with limits of $1,000,000 general aggregate and $1,000,000 per occurrence including products and completed operations and contractual liability (3) Automobile Liability with $1,000,000 combined single limit.

Additionally, if you will be subcontracting any part of your scope, the sub-subcontractors are bound by the same insurance requirements.

Some other Requirements to NOTE:

  1. ALL Bidders must be registered as a Subcontractor with the City of Austin thru Vendor Connection.  This is required whether you are MBE/WBE Subcontractor or NOT.  Register at https://www.austintexas.gov/financeonline/vendor_connection/index.cfm.
  2. This Project is City of Austin Wage Scale and the rates are in the Specifications.  Certified Payrolls will be required and will be audited by the Owner’s representative for Wage Compliance.
  3. This Project is an ROCIP Insurance Program, and the Owner will carry the General Liability and Workman’s Compensation for the General Contractor and Subs, but the Subcontractors are responsible to include the cost for Automobile insurance and any Off-site Vendors Insurance in their Bids.
  4. ALL Worker’s on this Project will be required to have OSHA-10 Hour Training in order to work on-site.
  5. Job Specific Safety Program will be in place during construction, and ALL Subcontractors are required to submit a Safety Plan in order to work on the Project.
  6. The Project has MBE/WBE Goals as listed in the Specifications  (African American – 1.77%, Hispanic – 2.47%, Asian/Native American – 0.50%, and WBE – 1.20%)
  7. MBE/WBE Subcontractors must be REGISTERED and ACTIVE in the City of Austin in order to qualify for such status.  Minority & Women Subs who are NOT certified MUST register thru austintexas.gov/SMBR.  Include your Vendor Code, Commodity Code for the specific Work Item you are registered under and pricing, and proof of Certification on your Bid.  Submit Certifications to O’Haver Contractors IN ADVANCE of the Bid.
